An Illinois citizens group on Friday moved a step forward in its aim to change the way the state draws legislative boundaries. The constitutional amendment its pushing would take the task of creating new maps from the state legislature and give it to an independent commission. But the proposal still faces hurdles to get on November's ballot.

Illinois lawmakers are working on a budget for next year, but the state has gone nine months without a budget for this year. Governor Bruce Rauner's office made its case Wednesday before members of the Senate.

Black legislators say Illinois Gov. Bruce Rauner hasn’t done enough in the wake of the release of police shootings of LaQuan McDonald and other African Americans.

When asked by reporters, Gov. Rauner said he cried after watching the 2014 video of black Chicago teenager LaQuan McDonald getting shot 16 times by a city cop.

“That video — shocking, terrifying. I cried for the young man who was brutally shot," he said.

In recent days officers responding to a call killed two other black Chicagoans.
