Shifts at the top of the Ryan Administration
William Dugan, president and business manager of the International Union of Operating Engineers Local 150, was appointed to the Illinois Gaming Board to replace outgoing member Tobias Barry.
Stephen Schnorf of Springfield was appointed to a five-year term on the Illinois Liquor Control Commission. Schnorf recently stepped down from a post as director of the Bureau of the Budget to act as interim director of the Department of Central Management Services. He is expected to retire from the Central Management post before joining the Liquor Control Commission.
Thaddeus S. Lechowicz, a Cook County commissioner and a former member of the Illinois General Assembly, was appointed to the state panel of the Illinois Labor Relations Board.
Joyce Karon, a Northern Illinois University professor from Barrington, and Gregory Kazarian an attorney from Lake Forest, were appointed to the Illinois State Board of Education.
Jackie Garner, Department of Public Aid director, stepped down in mid-November to return to the private sector. George Hovanec, a former deputy director of the Bureau of the Budget, was named interim director.
David A. Frier of Springfield was appointed to the Prisoner Review Board for a term ending in January 2006. He is a retired Western Illinois University political science professor.
